The Pembina Institute and Forest Ethics are pleased that the Ministry of Environment is modernizing the Water Act and engaging British Columbians in that process. We offer the following comments on how the process can best produce a reformed Water Act that protects and manages B.C.'s water resources given the challenges we're facing today and those that we're likely to face in the future. We would be happy to work the B.C. government to ensure that the Water Act Modernization produces a Water Act that meets these objectives.

The B.C. government introduced the Clean Energy Act (Bill 17) on April 28, 2010. The Act repackages elements of existing policy and introduces a number of changes (some minor and some significant) to the way decisions about electricity supply and demand will be made in British Columbia. The provincial energy objectives that underpin the Act are largely positive, but there are several that will be contentious and merit further debate.

The Pembina Institute has assessed the Act against a set of six recommendations for clean electricity development that we co-authored in December 2009.

In the wake of the release of its report, Opening the Door for Oil Sands Expansion: The Hidden Environmental Impacts of the Enbridge Gateway Pipeline, the Pembina Institute wrote this letter to Jim Prentice, Minister of the Environment, and Peter Sylvester, president of the Canadian Environmental Assessment Agency. In the letter, Pembina calls on the government to amend the terms of reference for the environmental assessment to include the upstream impacts of the proposed pipeline.

Green Energy Advisory Task ForcesLetter to Premier Campbell

In this follow-up letter to the premier, Matt Horne, Director of B.C. Energy Solutions for the Pembina Institute, makes several recommendations for ensuring the success of the Green Energy Advisory Task Forces, including: 1) release the recommendations from each of the task forces publicly, and 2) implement the range of solutions needed to ensure clean energy in B.C. is supported, planned and permitted more effectively.
